The project was organized and implemented by the Institute of Atmospheric Physics of the Chinese Academy of Sciences. The participants included 16 research institutes, including the National Satellite Meteorological Center, the Meteorological Exploration Center of the China Meteorological Administration, the China Institute of Metrology, and the Energy Research Institute of the National Development and Reform Commission.

Xu Guanhua, academician of the Chinese Academy of Sciences, Yuan Jianxiang, deputy director of the High Technology Center of the Ministry of Science and Technology, Zhang Songmei, chief engineer of the National Remote Sensing Center, and relevant leaders and experts of the key special management office, project recommendation unit, project undertaking unit, and special overall expert group attended the conference. . The project is a major demand for China's urban agglomeration economic regions to address climate change, energy conservation and emission reduction, and low-carbon smart urbanization, and has been established by implementing China's relevant work promised in the Paris Climate Change Agreement. The aim is to overcome the technical difficulty of CO2 stereoscopic network observations in urban airspace, integration of grids, dynamic urban agglomeration carbon inventory integration, high-resolution regional multi-source data fusion and simulation assimilation, and establishment of space monitoring, sky observation, and ground observation The "air-day-ground" integrated CO2 monitoring network will focus on the application of carbon emission monitoring spatial information services for the Beijing-Tianjin-Hebei urban agglomeration to provide technical solutions to the problems and challenges facing China's urban green and low-carbon development.

The expected results of the project will provide China with a carbon emission reduction plan, provide refined information for emission reduction actions, and provide important technical support for national climate negotiations.
