China Calls for Severe Punishment of Illegal Transboundary Movements

The tenth meeting of the Conference of the Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal was held in Cartagena, Colombia, from 17 to 21 October. More than 400 representatives from 116 countries and 6 international organizations attended the meeting. The theme of this conference is waste prevention, reduction and recycling.
The head of the Chinese government delegation and the deputy minister of the Ministry of Environmental Protection, Zhang Lijun, were invited to give keynote speeches on the management and recycling of solid waste in China at the opening ceremony. Zhang Lijun pointed out that promoting the comprehensive utilization of solid waste is a “win-win” measure to achieve resource conservation, protect the environment, and promote sustainable economic development. In order to properly handle the large amount of solid waste generated and protect the natural ecological environment, the Chinese government is making great efforts to develop a circular economy, promote clean production, and strive to promote the transformation of economic development methods, and achieved remarkable results. He appealed that developed countries should help developing countries improve the level of domestic solid wastes, especially hazardous wastes, through the transfer of technology, capacity training, and financial assistance, and promote the smooth implementation of the convention. At the same time, the recycling of wastes must strictly abide by the principles stipulated in the provisions of the Convention in the waste-producing countries, and prevent illegal transboundary movement of wastes in the name of waste recycling or recycling of resources. More stringent measures must be taken to punish the illegal transboundary movement of hazardous wastes, and the purpose of the Convention is to control the transboundary movement of hazardous wastes and combat the illegal cross-border dumping of hazardous wastes.
