For the Chinese seed industry, 2007 is an historic year. Nationwide, the seed management system has undergone relatively comprehensive reforms. The agricultural departments in various localities have withdrawn from seed business and the seed market has been further liberalized. It can be predicted that in the near future, a new seed business structure will soon take shape, which will certainly bring about The entire Chinese seed industry has improved. Of course, in the process of reform, it will inevitably bring about some real problems. For example, in the past, the introduction and promotion of new varieties had always been a major task of state-owned local seed companies. After the reform, this work was naturally assigned to the seed management department. However, in many parts of the current seed management sector did not realize this, some passive emotions gradually spread out, so that some people think they can let go. From another point of view, the seed management departments in some places are indeed faced with many practical difficulties, and it is difficult to implement work funds. For this reason, I have carefully analyzed the seed market background under various types and conditions in light of current national policies and regulations, combined with the experience of the introduction and promotion of new varieties over the years, and put forward some views here to discuss with my peers.

1 Establish the dominant position of seed management departments in the introduction and promotion of new varieties

1.1 The introduction and promotion of new varieties is an important responsibility of the state and local governments to grant seed management departments

Regarding the issue of the introduction and promotion of new varieties, although the relevant laws and regulations do not clearly stipulate, they are largely embodied in government documents. For example, in Article 4 of the "Implementation Measures for the Seed Law of the People's Republic of China" in Zhejiang Province, it is stipulated clearly: "The Provincial People's Government has set up a special fund for the protection of germplasm resources, introduction and breeding of fine varieties, construction of improved seed bases, experiments and demonstrations. The municipal, county (city, district, and the same below) people's government of the district shall set up corresponding special funds according to needs.” In fact, the responsibility of the seed management department was specified.

1.2 The introduction and promotion of new varieties is an obligation of the local seed management department

The layout planning of the variety in different places was originally undertaken by the state-owned seed companies. After the reform, it would obviously be inappropriate to let the seed companies and the designated operating agencies do the work. Enterprises often consider the maximization of seed operating profits, they generally only pay attention to their own part of the variety of propaganda and promotion, in the evaluation of varieties can not be guaranteed fair and reasonable. The seed management department has no interest in the relationship between the company and the company. There is less intentional deviation from the seed management department, and it is entirely possible for the seed management department to undertake the work independently, which is conducive to the promotion of varieties with real potential and advantages.

1.3 The seed management department has the corresponding professional strength

During the process of system reform, the seed management departments throughout the country absorbed a large number of technical personnel with professional seed background. They accumulated rich experience in past work and fully had the strength to introduce and popularize new varieties. In addition, the seed management department also has a relatively advantageous information exchange channel, which is conducive to the continuous introduction of continuous promotion.

1.4 The seed management department has the authority to promote

After years of promotion, most of the state-owned seed companies have established a good corporate image. Some professional and technical personnel are the technical authority of the local seed professional. They have a high reputation and credibility in the eyes of the majority of farmers. From another point of view, the seed management department is independent of the government departments and agencies outside the operating companies, and the proposals made by it have first and foremost a fair and reasonable premise guarantee, which also increases its technical authority.

1.5 Seed Subsidy Policy Requires Seed Management Department to Take Charge
